National Oceanic and Atmospheric Administration (NOAA) within the Dept. of Commerce funds almost all areas of science/technology related to climate adaptation, weather-resilience, healthy oceans, coastal community-assistance and economics. NOAA aims to improve human welfare and sustain ecosystems upon which we depend. Central challenges that must be addressed include the availability and quality of fresh water, the exposure of people and communities to high impact weather, stresses of urbanization of the coasts, the exploitation of ocean and coastal resources, and above all the pervasive effects of climate change on society and the environment.
Phase I NOAA Phase I awards provide up to $175,000 with up to a six (6) month period of performance. While the number of awards are dependent on NOAA’s budget, in a typical fiscal year, NOAA anticipates providing up to 25 SBIR Phase I awards.
Phase II:In Phase II, work from Phase I that exhibits potential for commercial application is further developed. Phase II is the R&D or prototype development phase. NOAA Phase II awards provide approximately up to $650,000 with up to a twenty-four (24) month period of performance.
Phase III:Under Phase III, the small business entity obtains funding from either the private sector, a non-SBIR Government source, or both, to commercialize the SBIR research or technology. SBIR Phase III includes work that derives from, extends, or completes an effort made under prior SBIR funding agreements but is funded by sources other than the SBIR Program.
